The truth about Deborah's death

In chapter 14, T-Ray said to Lily:"It was you who did it, Lily. You didn't mean it, but it was you ." Do you think T-Ray reveals the truth of that accident, or T-Ray said it because he hates Lily, he wants to hurt her by telling her this?

    I think T-Ray told Lily about the accident because he is trying to give her closure and not because he hates her or wants to hurt her feelings.
